Would love help in more specific ID of watch chain

hi, this watch chain has come down through the family from my g-g-grandfather (I believe). I’ve never paid much attention to it until today when I decided to google the hallmark -I can see it is J.R…However, I can’t determine the likely date and city for its maker. I would really appreciate it if someone can provide an estimation on this.

The ring has a Birmingham anchor and the date letter “u” (repeated on the T-bar) for 1894/95. I believe that JR could very well be James Rooker, described as a “gold and silver chain maker and jeweller” at 148 Warstone Lane, Birmingham.
