What is this box with hinged lid?

Anyone know what this box would have been used for?
I believe it was made by John Reily, 1802 in London.
8.3 cm long, 3.3 cm wide, 1.3 cm high.

I think this is a snuff box. It is too small for cigars or cigarettes.
