Wellner 15 cl Frankisher Hof, is this a coffee pot?

I would like to know the value of this Wellner piece, and age if possible. Also most about Wellner company is in German, can anyone tell me more about Wellner. My grandfather recieved it in Germany during World War 2 as a gift.

have a pair of it. This is a vessel for sugar. My father brought it
from Germany after the Great Patriotic War (World War II).
