Walker & Hall 2 handled Dish

I have a W&H 2 handled dish (Sugar Bowl) with some kind of marking on the bottom that I am finding difficult to identify.

There is the W&H Flag
Then Q in a shield shape
Below this are the numbers 3106

Then a diamond shape with a loop at the top containing the letter I
Top of diamond number 16
Right of diamond letter D
Left of diamond number 3
Bottom of diamond letter E
Inside the diamond it looks like a letter B with a D over something
There is a small number 28 at the bottom.
