You are right to identify it as electroplated (EP). It was made by the Birmingham company, George Bowen & Son. The crown is a symbol that electroplaters often used, not necessarily to defraud customers, but to give their products an air of respectability by comparison to Sheffield silver which also used a crown. However in the 1890s the use of the crown on electroplate was outlawed so it looks as if the engraved date is probably contemporaneous with the sugar bowl’s manufacture.
