Identify foreign hallmark - Arabic? please help

Hi

I have a pair of salad servers - a fork and a spoon. The handles look to be silver and the utensil part bone. The hallmark/marks is on both pieces. Can anyone please help identify what the marks are and whether or not the items are silver.

Not sure if the mark is upside down or not

sorry, no idea of the hallmarks, however the fork and spoon are not bone, theyre horn. Bone is whiteish
