Help Identifying These Hallmarks

Hello, I need help identifying these hallmarks on a candelabra. I believe that it is from 1609 based on the little research I’ve done on my phone. It could also possibly be Scandinavian, I am not 100 percent sure though. I could really use some help identifying it.
