These are French silver marks, the maker’s mark in your first picture and Minerva head. Not my area of expertise so I leave further research to you although you might like to start at Hallmarks of French silver.

It’s not a lion; it’s the Roman goddess, Minerva. The link which I gave you should allow you to work out what silver standard it is - your picture is too blurred to make out the details.
