These are electroplate marks of E G Webster & Son of Brooklyn, NY.
Can you tell me what the five small marks represent that are under the crown?
Also, is that copper in the middle of the tray?
The marks probably mean no more than the fleur-de-lis, crown and lion in the main mark - just company trade marks.
It certainly looks as if the silver plating layer has been polished away exposing the copper base material.
