At first I posted as either a Bangle or a Small Collar, but have done my own research and turns out it’s a Bracelet by Steele & Dolphin of Chester c1944-1946, hope I’m Correct !

It looks like 1945 to me. As an add-on to your cleaning query, I have seen recommended (but have never tried) the trick of using a frayed matchstick end with silver polish to tease out tarnish and old dried polish from hallmarks.
