Hallmarks, EPNS or Silver?

I’ve got 6 forks which initially I found to be sterling sliver but now I’m not convinced. They have hallmark E&Co, Anchor ( Birmingham) lion passant then capital letter F
Is it Elkingtons? If so is it EPNS or sliver ?
Any help would be greatly appreciated.

Definitely sterling - Birmingham 1930:

And yes, Elkingtons:

Thats great news, seems my detective skills are getting better. Thank you

You’re welcome! But we got lucky this time - nice, clear hallmarks. Half the time, the hallmarks have been very nearly polished out of existence, and it turns into a exercise in creative squinting.
