The online consensus is that this is the mark of Charles S. Beller, New York, ca. 1950. It’s definitely just silver plate, not sterling.
(BTW, the “magnet” test would tell you only that it’s made out of iron or pure nickel. Almost nothing else, including “nickel silver,” is magnetic.)
